Not at all.
The verse 3:28 forbids taking Christians and Jews as protectors,but it could be allowed if there is some terror or fear.
The word auliya means protectors.
The hadees of Sahih Bukhari is not regarding Non Muslims,it is not regarding any state of fear,it is not regarding some kind of hypocrisy,it is just making peace between 2 such people who are enemies.It is not like that a person could be holding grudge in his heart with a smile on lips.It is a step to make his heart purer and his mind grudge free regarding his brother.
The concept of taqiyyah actually promotes hypocrisy while the lies for removing grudge or reconciliation actually clear the grudge,relieve the heart and mind truly.
These 2 are totally different phenomena.
The hadees regarding Ka’ab bin ashraf mentions the permission of Prophet Muhammad s.a.w.w to one companion.It is not addressed to whole Muslim nation.It was not even Prophet Muhammad s.a.w.w.’s own idea.
